Yes, it would mean all new laws must be bipartisan - but that is almost true now because Trump doesn't have 60 votes in the Senate. And Trump isn't governing by signing laws but rather by flooding the zone with executive orders. Democrats would also gain the power of oversight, but what does that accomplish? Anybody can just ignore a subpoena knowing that the Trump DOJ won't prosecute them.[/quote]
