Most schools stopped using suspensions and explosions when NCLB started tying those things and dropout rates to school funding. I'm not sure how old you are, but if you were in high school 20 years ago the really badly behaved kids were either allowed to drop out with relatively little pushback, sent to alternative schools, or spent most of the day in resource classrooms.
