In this situation, they close individual schools. They wouldn't need to close the whole district. I actually taught at a school years ago that had this happen- we weren't allowed to keep the kids there with no water available...and no flushing- eew!
When I was at RMHS 20+ years ago, there was a busted water main in the neighborhood and the school lost water right as we arrived for the day and had to close due to no toilets, drinking water, or fire sprinklers. They couldn't release us immediately because the buses had to go run the MS and ES routes, but as soon as those were done, MCPS ordered the buses to come back to the school and we were all dismissed and on the way home by 9:30. It was actually very smooth.
