Be especially vigilant about black ice and ice. Silk undershirt and cashmere sweater won't add bulk. There are thick 100% wool overcoats that look elegant but are warmer than the usual crap acrylic/wool blend. Fur or cashmere-lined leather gloves. Cashmere or fur hat. Fake fur, of course. The strands, if they frame your face, help break the wind. Wool socks and lined winter leather boots. Alternatively, there are battery-operated heated fleece vests you could perhaps slip under a coat - buy several batteries because one won't last the entire day and they take a long time to recharge. There are also electronic or charcoal-activated handwarmers you can put in your pockets. Maybe you can slip a charcoal one your gloves/mittens or boots, they're pliable.
