[/quote] No. ODU originally was the Norfolk campus of William & Mary College. Later, ODU split off and became independent (just as GMU originally was the Fairfax campus of UVa). The public HBCU in the Norfolk area is Norfolk State University (NSU). The private HBCU in that area is Hampton University.[/quote]
