It's a state requirement that school districts be run by counties, first of all.

Second of all, MCPS transports students all over the place. Some special ed programs, like Extensions or GT/LD, have only a couple of sites in the county. Other programs like Learning Centers might pull from clusters as far apart as Rockville and Poolesville. Transportation for these students is an IEP-mandated service and saying something like "Odessa Shannon MS is open except for Extensions which is closed, or gets no busing" is an IEP violation and a denial of FAPE. These students are legally entitled to those services, and to the bus that gets them there. In places where they run schools by township, they don't have the diversity of programs that MCPS does, or they pay through the nose for out-of-district placements and transportation. Now that it's been set up this way, it is extremely difficult to impossible to unwind.

Open more programs geographically, you might say! Well, they can barely staff and fund the ones they already have. So close some of them, you might say! Who cares about those kids? Then you would be That Person and should not be listened to anyway. [/quote]
