How often during the school year is this determination made? What is necessary or required to trigger the determination process? Is there a transparent standard operating procedure (SOP) for triggering and executing this determination? Is this transparent SOP (and timeline) available at the MCPS leadership, school, principal, teacher, parent and student level? Is it necessary to keep this process shrouded in secrecy? What can MCPS, the school, the principal and the teacher do to disrobe secrecy from the process?[/quote]
