1  How does MCPS determine who needs acceleration?  Who does this?  Who makes the (final) determination? What is used to make the determination?  What are the components of the determination?  How is the determination arrived at? When is the determination made or arrived at?  Where is the determination made (in the classroom, in the Principals office, downtown with AEI) ?  In reference to the school year, what is the timeline required to reach this determination? How often during the school year is this determination made?  What is necessary or required to trigger the determination process?  Is there a transparent standard operating procedure (SOP) for triggering and executing this determination?  Is this transparent SOP (and timeline) available at the MCPS leadership, school, principal, teacher, parent and student level?  Is it necessary to keep this process shrouded in secrecy?  What can MCPS, the school, the principal and the teacher do to disrobe secrecy from the process?[/quote]
