That would involve eliminating the entire discretionary budget. Only Medicare and social security, and interest on debt would be left. This means there would be no DOD, HHS, DOE, DHS or anything else. All governments functions would be eliminated basically. Yes government spending needs to go down, but Medicare and social security will need to be cut if you want to come anywhere close to balancing the budget.
