Any coach will be almost useless without a few practices ahead of the tournament.  To get your monies worth, include some practices as well.

There is no standard rate, per say, private coaches easily command $100 per hour/ per group session. (on the low end)  But it looks like you are talking about young players.  So, you should not to expect too have to pay higher fees.  Also, is the tournament out of town? If it is, you would have to pay for the milage, food and hotel too. (That is standard for travel, but it's usually the older age groups.)
