If targeting a competitive STEM major, a top TJ student might consider UVA as a safety or match, but for a bottom TJ student it is certainly a huge reach. Because of the in-state tuition advantage and proximity, whether serious or not most VA high school students tend to apply at UVA, VT, WM, UMD, etc. The top 120 TJ students who ultimately accept offers from T-20s (national or specific major) would have applied at these VA instate colleges too.
