A lot of changes likely would have still happened for other reasons had 9/11 not happened. Security was increasing before 9/11 due to other domestic and foreign terrorist attacks. The US was already involved militarily around the world, including the middle east. Domestic surveillance was already ramping up, with most of the Patriot Act written before 9/11.[/quote]
