At a minimum, they should pick a place, get on the waiting list, and come up with a plan for the move -- will they be shipping everything over or starting from scratch? Where will they be getting medical care? What will they do for transportation? A CCRC (a more common term than CCF, and if you're googling, try "life plan community") is a great choice, but the good ones are expensive because they have big staffs.
