Yes, basketball is generally a spring sport with teams wrapping up now. Some clubs also play fall and winter, but it is generally less serious

Reach out to teams now. I would be wary of any who would roster him right away because the season almost over (it might be a good way to spot the teams that are cash grabs), but lots will be having open gyms and shoot arounds in August and the fall. Some will roster kids for fall and winter based on that, others will have tryouts. Little is ever posted and that goes double for off season information- your best bet is to get on mailing lists.
