And then the smokers can empty their ashtrays into the trash whenever they get somewhere with a trash can (or whenever it gets full). Some smokers appropriate dispose of their butts, but a LOT of smokers litter. And no, the butts are NOT biodegradable. The filters in particular are usually not and will last a long time.
