Where did they misstate Biden's response?  They didn't.

And, the Times of Israel has a response from Andrew Bates, not Biden.  Would love for a reporter to actually ask Joe for a response.

Not one person was arrested.   Pathetic.  This is why these lunatics continue this behavior.  There are no consequences.  Deface the monuments.... nothing.  Vandalize the grounds....... nothing.  And, leave a pile of trash in your wake.  
They were also covering their faces - against DC law.

From a political point of view, why bother?  Arresting them just gets them attention, which is what they want.  As long as no one gets hurt and we are talking minor and repairable damage, why not just let the tantrums go on and serve to discredit the entire movement?  People learn to ass page these acts with the political goals.
