In 3rd all kids are evaluated for CES/ELC. It does not matter whether kids were or weren’t identified in 2nd. I know kids who were not identified in 2nd who made the lottery in 3rd and entered CES in 4th. The 3rd grade evaluation, which is unrelated to the 2nd grade evaluation, is the process that makes a difference and can lead to different school or class placements in 4th.[/quote]
