My mother lives in Virginia Beach and I was just there for the weekend. Virginia Beach is fine with lots of things for kids and families to do if you know where to go. 1) stay in the north end. There are plenty of short term rentals, many should have all of the beach stuff already there (buggy, chairs, umbrella, etc). There are no life guards in the north end. The beach is super wide. This is where the locals and families go. DO NOT STAY IN A HOTEL ON THE BOARDWALK. I would also avoid the Cavalier and the new Marriott because it's close enough to the boardwalk for the noise and riff raff. Don't stay at the Wyndham (the old school ramada) just because it's in the North end. It's not very nice. Just rent a house. 2) The only reasons to go to the "downtown area" would be to go play putt putt or glow in the dark mini golf, playing on the Neptune playground at Laskins or make a trip to WRV. Everything else you could need can be found on the quieter Bay side off of Shore Drive (which is close if you're staying in the North End). Nice restaurants, Taste, ice cream, grocery store, CVS, etc. are all off of Shore Drive, with lots of parking. Downtown and the boardwalk are overpriced and for tourists (and the food isn't good). Off of Shore is where locals go, food is good. 3) things for kids off the top of my head: the aquarium, Flight, mini golf, the children's museum and sports hall of fame (I think those are in Portsmouth), and the inner harbor in Norfolk has a ship you can tour which is huge and lots of things for kids to run around and touch. I never go to the boardwalk area. The Virginia Beach I am used to is completely different than what other posters may describe. You can have a perfectly fine vacation there.
