[/quote] The dogs are just a symptom of larger social decay. People are isolated, so they turn to pets for their connection. They treat these pets as they would children, and resent any restriction on their "child" and indulge them in unhealthy ways. Pass all the laws you like, but it won't get rid of the off-leash pit bulls and mounds of feces everywhere. [/quote]
