For many decades, Texas has been happy to have Mexicans cross the border. For recent decades, the US has been dealing with migrants from Central and South America crossing the border. Things are not perfect, but they aren't terrible. This law is dumb as well as unconstitutional - which the Fifth Circuit belatedly realized.[/quote]
