This way, you'd only pay for one of the main attractions in the Inner Harbor, which would still make it an economical trip. Ft. McHenry *is* nice and pretty, and a PP had a good suggestion for bringing kites and frisbees and such (and maybe the 2 y/o would nap on a blanket after a busy morning). Good luck!
