At 88, your mother is one fall away from disaster, no matter how healthy she is. Case in point, one of the PPs mentioned their mother had fallen on a daily trip to Paris. Perhaps you can offer your mother the opportunity to go on another family vacation with you in the future that is closer to home, doesn't involve a lot of walking or exposure to the elements (heat, rain, cold, etc.), and where you can spend time as a family--something like a beach house or a rented house in a beautiful rural setting.
