And forget the community colleges, there is a residency requirement. And most of the Cal States also make it onerous for a californian to attend BECAUSE THEY ARE FOR CALIFORNIANS. As are the UC schools (now less than 10% OOS because the residents revolted against the UC regents)[/quote]
