I guess the message doesn't mean that you qualify for the lottery but just that my child will be reviewed? [/quote] I think so. All 3rd graders are reviewed amd should be notified. Central placement from the criteria qualifies a student for the CES lottery pool and ELC at the home school, if not awarded a CES spot by lottery. Central review is a qualifier for ELC, but not an absolute disqualifier if not all criteria are met. (It is for the CES lottery, barring appeal.) Local schools have the ability to manage class sizes/logistics, and may be open to additional students being placed in ELC. If your DC is a strong/enthusiastic reader/writer, have a chat with your teacher and school administration, though you might want to give them breathing space until the central review process finishes.
