[b]Is the OP really that ignorant?[/b] Do they have any idea how complicated building a semiconductor plant is and how long it takes to get i) environmental permits, ii) develop a design and construction plan, ii) find a suitable location and hire workers from scratch, and iv) implement it? It's not like the construction plans were ready to go the moment the bill was signed. This is a multi-year, even decade long endeavor to build up an entire industry from near scratch.
