[/quote] There should have been an income cap or an educational gap requirement all along. The State has both pieces of data, a persons income from tax forms and a kids test scores from the VGA and SOL. The State should have prioritized the kids who were behind first. They could have sent emails and letters to those families first. Then a second wave to the next furthest behind, and so on. Most of the money seems to have gone to parents who provide enrichment for their kids and not the target audience.[/quote]
