So you take all those still functional accessory parts and move them to the new engine block, and put it back in the car. This typically includes the starter. So yeah, the starter is part of the engine, but during an engine replacement, unless the starter is known to be bad, it will be moved to the new engine core, instead of being replaced by a new starter.
