Is Dibels helping teachers form reading groups? Is it factored for gifted identification in 2nd?
Dibels is primarily for identifying kids at risk of learning disabilities (who may or may not be gifted). It's not designed to identify kids above grade level.
But it explicitly does identify kids above grade level. A kid like OP's scoring 430+ is above grade level in reading, and the full Dibels results will also show precisely where they are above grade level in terms of skills (they may be in grade level for some things and well above for others to get that composite score). Now, the school may only care about kids who are below grade level, in terms of targeting for extra attention, because they stand to benefit more from bringing those kids up to grade level than in offering extra challenges to a kid reading above grade level.
