I would 1000% take a rooster over a barking dog. All day, every day.
They can both be terrible or no big deal, just depends. I currently have neighbors with multiple dogs and they when they leave them alone, one or more of the dogs just barks continuously until they return. We live in a condo building and their unit is right above mine and the dogs sound like they are in my apartment. I HATE THESE NEIGHBORS. So much. They actually are not supposed to have three dogs in an apartment (they are not little dogs, either) but they claim that two of the dogs are emotional support animals and the building manager is afraid to challenge them because they don't want to get an ADA violation citation. But the dogs only bark when they are out of the house, at least. A rooster might crow all day long regardless, which I could imagine might be worse depending on how close the rooster is to your home. The upshot of all of this is that the world is filled with terrible, inconsiderate a$$hole neighbors who also happen to be terrible pet owners. It sucks!
