I'm thinking you may need Amazon as well as Instacart for a good kit. Canned soup, oyster crackers (Instacart) and a good can opener (Amazon) Big mug and an electric kettle (Amazon) instant cocoa/coffee/tea (Instacart) Cozy cookies (stroopwaffels!) Fleece lap blanket and a good book (Amazon)
I think this type of list, plus making sure he always keeps an adequate supply of his prescription meds, is sensible. What area of the country does he live in? I personally think the poster referencing rechargeable batteries, flashlights, radio, etc. is off base. If the power went out for an extended period of time, he would have to go to a warming shelter - it's not really feasible to stay long term in a house without power in blizzard-type weather. It would get very cold, very quickly.
