[/quote] It's an application school without enough seats s die all qualified applicants, plus there are some quota elements as they do seek to admit students from across the city. But it's not like you can get in by just winning the lottery. You need minimal grades just to qualify for the lottery and then you still might not get a spot.[/quote]
