I am not overly familiar with the other suburbs other than to say that they are safe and clean.  In order of my opinion:

Worcester (it has been cleaned up and continues so)

Hope this helps.  Also hope it doesn't spark an exodus of DC people, as it is VERY different than DC and most would not like it.  Likely you are familiar if you are asking OP?
