SMH[/quote] I would like our Council Members to speak to what they actually do to "rehabilitate" youth at DCs department of youth rehabilitative services. What are the actual services and milestones for a youth to be considered 'rehabilitated'? Counseling hour requirements, volunteer hour requirements like any dc highschooler, GED requirement, clean behavior track, summer job? What's the expectation for socializing these kids in exchange for their clean record at 21, and how is that serviced?
