[/quote] I don't disagree with you, but if you are trying to lottery into a charter like TR, "adequate at best" may actually be an improvement. It really just depends on your point of comparison. There are many better schools than TR in the city, but there are also many worse schools, and it all depends on which kids of school you have access to. On the East side, TR is an upgrade over many other schools.[/quote]
