It’s currently a completed working garage with two bay doors and three windows on each of two sides (one of which has a door to the outside) that attaches to the house on the fourth side. Not insulated. Ground level and one step down from the rest of the house.
What you have is what's called by architects a "cold, dark shell." No finishes, no utilities, no insulation. To do the job properly, it needs to be brought inside the building envelope with insulation on all six faces, furnished with proper electricity and HVC, and then finished. The shell is roughly 10-15% of the cost of a finished house. You won't save significantly over the cost of doing an addition.
