They need to fill the class.  Those students aren't all in the IV program.  Our school for example had 13 kids accepted.  At least 9 are going to the center, leaving 4 students in the LLIV class.  From a school perspective, they still need ~even classes, so 15-20 non IV students will be principal placed in the same class receiving the same curriculum as other IV students, even though they're not actually IV.  This gives them the heads up in applying for future years.[/quote]
