My child grew up only speakign Russian at home, and only started English from first grade. 
She is very advanced in Russian language. 
Her teacher has always been a bit biased towards her, sometimes making comments about my child speaking another language in school.
GBRS were low, with 2 Frequently and 2 Occasional scores. 
I spoke with my child and she got anxius seeing all ehr friends leave the room during i-Ready, so she just clicked through the test t leave with them. 
As you can see her WISC is a lot more consistent with her NNAT scores. 
We do also suspect her of having ADHD(not diagnosed), which her mom has (medically diagnosed).

What would be a strategy for an appeal letter? What should I focus on?

If this were my kid, I would not appeal this year. I would supplement at home in Russian and let her find her way more slowly in the classroom. As she gets more fluent in English, she will be able to keep up with the advanced work. She is clearly struggling right now with all those low scores. AAP will not help her confidence. Retake the cogat next year or the year after and reapply with higher scores and gbrs.
