For the most part these schools are expected to run on automatic pilot and get much less attention and money per student from FCPS than the other schools. I gather Webb and Munir are the favorites in some areas (Franconia, Mason, Mount Vernon) because they want to allocate more money to the less successful pyramids and less to other pyramids, whereas Moon and the others would be more cautious before hopping on that bandwagon.
