Its successor (Every Child Can Succeed? Something like that) kept the requirement, but gave states more freedom to choose their own goals and which tests they administer to measure them. But the bottom line is there’s a whole host of federal consequences for failing to administer some sort of standardized testing. It just sucks that Maryland has chosen a series of really bad ones.
