But some dogs actually need experienced and responsible owners, some breeds should NOT be easily bred or sold because of the high risk involved. These dogs should be restricted to police work, military use, and any other work related to guarding. If you want such a dog for a family pet, then you should be required to get a license, and you should be held severely accountable for any harm that the dog causes. Like, going to jail levels of accountability. When I was a teen, my Jack Russell Terrier was attacked by the neighbor's German Shepherd and almost died. Dogs are not toys, they are animals with teeth. We bore no ill will to the neighbor's German Shepherd, but my parents took on the neighbors for walking their dog without a leash and not training the dog properly.[/quote] Some states don’t even require a license and training to own a gun, let alone a dog.[/quote]
