[/quote] They should be using cameras for surveillance to identify and locate stolen cars and cars with many outstanding tickets, they could use AI to identify driving patterns of commuting scofflaws with outstanding tickets to know where they will be and when they will be there to nail them. They should also set up a site where citizens can upload timestamped and geolocated pictures and dashcam video of bad drivers, fraudulent license plates and so on and have a special enforcement unit and extra tow trucks dedicated to going after them. Give citizens and tow truck companies a bounty for locating those vehicles.
