Because people like to pair words that are similar so Taco Tuesday and Meatless Mondays are easy menu-suggestions to remember. Restaurants just capitalize on marketing. I mean, Mexican restaurants have taco stuff every day, so if they can get more people in on Tuesdays (which are one of the slowest days, I'm betting) then why wouldn't they?
Would a busy taqueria that is closed Sunday and Monday still have food left over from Fri/Sat they need to discount on Tuesday? I just don't see why a busy place would bother participating and willingly lower their margins -- unless they had to get rid of old food? And if it's not old food from Fri/Sat, that means it was just-delivered freshest food they're willingly discounting.
