What does this mean?  People in Ohio or Illinois aren't as smart as people from Virginia?

Also, what would "holding their feet to the fire" look like?  All you can really do is vote for someone else in the primary, and people might reasonably have other priorities in voting.  Also, it's not at all clear that the 2018 bill is responsible for SVB's failure (I've read that the bank did undergo stress tests, and there's a difference between the law, the resulting regulations, and how stringently the regulations were actually implemented.  I think the jury is still out on that.  [/quote]
