This wasn't at the border. This was in Matamoros. Cartels have been active/in charge there for a long time, since the George HW Bush presidency, at least.[/quote]

It is on the southern bank of the Rio Grande, directly across the border from Brownsville, Texas.  So, yes... it is on the border.

A town in Mexico on the border is Mexico. A town in the United States on the border is in the United States. I know how to cross a border - used to do so in El Paso to go eat lunch in Mexico. Do you know how to cross one?[/quote]
