The reason Keystone was built is because that Canadian tar sands oil is of such low quality that only a handful of refineries in the entire world are capable of processing it, which is why they pipe it all the way across the entire US.  And even when it's refined, it's still not good enough to put in your car.  Most of it is ends up going for export.[/quote]
