The value of the college scholarships are peanuts when measured against the "value" that the institutions receive on the backs of the of all athletes, regardless of race and are only really meaningful if they offer a clause allowing the athlete to return later to complete their studies since many cannot due to the demands and rigor of the sports that they are obligated to play.
