Even a 10pm bedtime doesn't give your kid the optimal amount of sleep. My 13yo goes to bed no later than 9pm and gets up at 7am (which I know is unusual). Sleep is an essential component to health, especially at her age. Tell her she's lucky to have a parent that cares about her wellbeing and then ignore any further complaints.
a 13 year old who goes to bed at 9 is very unusual.
PP. Yes, I know. But she doesn't function well on limited sleep and she's smart enough to know it. Plus, she's pretty active in sports so she's ready to sleep by the time 9am rolls around. I consider us lucky that she's okay with it. FWIW: https://www.cdc.gov/healthyschools/features/students-sleep.htm
