OP is asking if it will become a homeless encampment. and no, there is no "right".[/quote] There absolutely is a right to use public space with the caveat being restrictions based on concerns relating to public health and safety including trash, drugs, fire hazards and rodent infestations. AFAIK there is no restriction against “camping” in parks or on other public property in the District although Bowser was pursuing a pilot program to designate certain areas as “no camping” zones. There was ongoing class action litigation against the District about dismantling encampments but I don’t know where it stands. Nonetheless, it boils down to a matter of whack-a-mole as the unhoused don’t magically disappear, they are just forced to relocate. [/quote]
