My family and I are moving to DC sometime in the Spring, but our timing is partly dependent on a couple questions for the school year 2023-2034. We have one child who will be in K and another in PK3. We are renting upon arrival.

1. We would like to establish residency so we can choose an in-boundary K for our child. However, we will need to enter the lottery for our other PK3 child, so the deadline is March 1. What is the date by which we need to have residency established matching our application, i.e. does that need to be done on March 1st, or does the review happen later? We don't have to move to DC during any particular month, and would prefer to move a few months later than March, but schools are #1 priority.
2. If we enter the lottery and choose the in-bound school for our K child (e.g. Watkins/Peabody), will that give sibling preference to our other child for the PK3 program? Is there any data on the likelood of that child being accepted? Trying to know how much we should be also scouting daycares, in case that child doesn't get into the PK program.
