There are a few good boutiques for (sometimes overpriced) specialty items, but for regular groceries, a combination of the Eastern Market farmer's market, Eastern Market, grocery delivery, and a bike ride to the Safeway, it can be done car-free, but won't always hit your inexpensive requirement.
