DC has normalized crime. And then someone helps themself to your dog AND kills it because they are the same kind of ass-hat that unthinkingly jumps a turnstyle or helps themself to chips at CVS. Stupid is as stupid does, bit there is a sociopathy underlying it that the city is unwilling to address. People like you consider violation in degrees. Violation is violation. There are different penalties by degree, but currently people waltz around doing...whatever. Including dognapping and killing Horrible.
